All international full-time students, incoming and outgoing exchange students, foundation and short-term programmes participants must enable the mobile app “Apturi COVID” to faster monitor your health, quicker transmit information about possible contacts with or presence near an infected person or about your infection with COVID-19, find out if you have been exposed to COVID infection, to warn others about infection risk and to receive the up-to-date information about the spread of COVID infection in Latvia and other countries.

Please, do not forget that you can submit your documents for requesting or registering of your temporary residence permit to OCMA by post or electronically by approving the application and documents appended thereto with e-signature (e-paraksts) if you are still in Latvia or for requesting a repeated temporary residence permit or registering of your current residence permit if you are not in Latvia or are a citizen of the EU, the EEA or the Swiss Confederation until 31 December 2020.
Please, check information on the availability of flights, international trains or buses to/from Latvia and your Host/Home country, especially if you have connected flights or transit countries on your route and make sure that the transfer is possible and the country of transit is not included or mentioned in the list of countries with the high spread of COVID infection that can pose a significant threat to public health in your country’s or in the Latvian official databases.
We strongly recommend you to make all payments by bank transfer or in a non-cash form. Please check and receive information about the working hours of banks and the payment system in the Host country for the period of your stay in it.

Please check your insurance policy in your insurance company prior its purchasing! It is crucially important! Your insurance policy must cover expenses connected with your possible COVID infection and treatment, incl. testing and hospital care. It will be perfect, if your insurance policy covers these services automatically, so, please, check the list of hospitals in Latvia or in a Host country, which accept your insurance policy automatically and, if it is possible, – please, purchase the Latvian or a Host country’s insurance policy for international students or foreign citizens in one of the Latvian or Host country’s insurance companies using the Internet!
If you are a citizen of the European Union Member States, Norway, Liechtenstein, Iceland or Switzerland you must also have the European Health Insurance Card (EHIC).

Please, take into account that you may need additional financial resources in case of your infection of COVID-19 for tests conduction, treatment or hospitalization!
All international full-time students, incoming exchange students, foundation and short-term programmes participants prior their arrival to Latvia must contact the Academy’s International, ERASMUS+, Study and Visa Departments, their coordinator of the short-term programme or activity in Latvia on providing information about their arrival and themselves. You must also contact your hotel, hostel or apartment’s owner and the nearest embassy of Latvia or the Latvian Diplomatic Consular or missions abroad on providing information about your arrival, purpose of your stay in Latvia and yourself.
All outgoing exchange students, foundation and short-term programmes participants prior their departure from Latvia must contact the Host University’s International, ERASMUS+ or Study Departments, the Host organisation or their coordinator of the short-term programme or activity in a Host country on providing information about their arrival and themselves. You must also contact your hotel, hostel or apartment’s owner and the nearest embassy of Latvia or the the Latvian Diplomatic Consular or missions abroad on providing information about your arrival, purpose of your stay in a Host country and yourself.
We strongly recommend all international full-time students, incoming and outgoing exchange students, foundation and short-term programmes participants, who are going to start their face-to-face studies, mobility or activities and enter Latvia or a Host country to check information in the student hotels, dormitories or from the apartments’ owners on availability of a free of charge special room for 14 days self-isolation term; free cancellation or flexible terms of booking, in case of border closing or visa rejection; free move-out during your studies, mobility or activities; existence of special staff, in case of your reporting of COVID symptoms, etc.
In order to avoid COVID-19 infection or its new spread all international full-time and exchange students, foundation and short-term programmes participants, who come/return to Latvia from the countries, which are mentioned in the list of the areas and countries with the high spread of COVID-19 infection, that may pose a significant threat to public health: https://CDPC.gov.lv/en/news/get/nid/531 must stay in self-isolation for 14 days after the arrival.
During the self-isolation, you must:
- immediately after arrival get to the place of residence, mentioned in your signed obligation using self-protection such as face masks and gloves;
- stay at the place of residence, mentioned in your sighed obligation. In case your place of self-isolation is different from the mentioned in your signed obligation – you must urgently within a day provide information on these changes to:
- the following Academy’s departments:
- your coordinator of the short-term programme or activity;
- the nearest embassy of your country;
- the Latvian Office of Citizenship and Migration Affairs;
- avoid direct contacts with other persons, not come to the Academy and to the public places with big crowds of people, except of shops, must not use the public transport, and have to use such on-line forms of communication as: email, on-line technologies and phone;
- not visit or welcome guests. It is restricted during the self-isolation;
- look after your health and wellbeing for 14 days and take your temperature twice a day – in the morning and in the evening. Immediately inform all of the above-mentioned contacts if any signs of an acute infections’ disease (cough, chills and fever, respiratory failure) appear;
- provide information about your self-isolation to all representatives of institutions and organisation in case of ordering any services.
You may be fined individually up to 2000 euros and will be required to cover the fine received for your violation by the Academy up to 5000 euros, as well as your visa or temporary residence permit may be revoked, so you may be officially expelled or extradited from Latvia due to non-compliance with isolation and quarantine requirements specified in the Law on the Management of the Spread of COVID-19 Infection and the Latvian regulations, as well as internal regulations and rules of the Academy or if you do not fulfil the signed obligations!
All international full-time students, incoming and outgoing exchange students, foundation and short-term programmes participants after arrival to Latvia or, if they come from the areas and countries with the high spread of COVID-19 infection, that may pose a significant threat to public health, after 14 days self-isolation must pass two COVID tests (first one on your arrival and the second one on the 14th day of self-isolation).
You can start or resume your face-to-face classes, mobility or another type of activity and come to the Academy or to another public place after 14 days of self-isolation (on the 15th day) if your last test is negative.
The test can be done in E.Gulbja Laboratory by previous appointment. The cost of the test for foreign citizens without COVID symptoms is 59 euro. The test for foreign citizens with COVID-19 symptoms is free of charge. You can make appointment by phone: +37167801112. Additional information about the test is available by link: www.egl.lv. All international full-time students, incoming and outgoing exchange students, foundation and short-term programmes participants can start or resume their face-to-face studies, mobility or activities in the Academy after providing a bill of health or test results to the International, ERASMUS+, Study and Visa Departments by email: firstname.lastname@example.org, email@example.com, firstname.lastname@example.org and email@example.com or to their coordinator of the short-term programme or activity depending on the purpose of their visit. All information must be provided only using on-line technologies such as: email, mobile, etc.
We recommend to our international full-time students, incoming and outgoing exchange students, foundation and short-term programmes participants who return or arrive from countries not mentioned in the list of the areas and countries with the high spread of COVID infection to stay in self-isolation for 14 days and to pass both COVID tests for others and their safety.
Please, remember that the negative test for COVID-19 does not replace self-isolation!
