International and Latvian Scholarships

IMPORTANT INFORMATION

Please note the recent amendments to the Cabinet of Ministers Regulation No. 68 of 24 January 2012, “Procedure for Granting Scholarships to Foreigners”, as amended by Cabinet Regulation No. 298 of 26 May 2026:

  • Foreign students may now receive the Latvian state scholarship up to two times per study level: undergraduate, postgraduate, and PhD. Previously, only one scholarship per level was permitted.
  • The scholarship for second-cycle higher education programmes is now EUR 500 per month, reduced from EUR 600.

These amendments also apply to the 2026–2027 academic year scholarship competition. Therefore, the State Education Development Agency (SEDA) will evaluate this year's applications and award scholarships in accordance with the updated regulations.
