IMPORTANT INFORMATION
Please note the recent amendments to the Cabinet of Ministers Regulation No. 68 of 24 January 2012, “Procedure for Granting Scholarships to Foreigners”, as amended by Cabinet Regulation No. 298 of 26 May 2026:
- Foreign students may now receive the Latvian state scholarship up to two times per study level: undergraduate, postgraduate, and PhD. Previously, only one scholarship per level was permitted.
- The scholarship for second-cycle higher education programmes is now EUR 500 per month, reduced from EUR 600.
These amendments also apply to the 2026–2027 academic year scholarship competition. Therefore, the State Education Development Agency (SEDA) will evaluate this year's applications and award scholarships in accordance with the updated regulations.
Latvian State Scholarships for Studies
Following bilateral agreements on cooperation in education and science between the Latvian Government and some other countries, the State Education Development Agency (SEDA) offers scholarships to international students for studies at Latvian higher educational institutions (HEIs).
Eligibility Criteria for the Latvian State Scholarships
- Citizens from countries that have signed an Agreement on cooperation in education and science
- Citizens from countries that offer scholarships for Latvian students without formal agreements

Foreign Governments' Scholarships for Latvian Students and Higher Education and Research Institutions' Academic Staff and Researchers
Under educational and scientific cooperation agreements concluded between Latvia and other countries, Latvian students, lecturers, and researchers may apply for foreign governments' scholarships to study, conduct research, teach, or participate in summer language and cultural courses abroad.
